Denied any additional Chinese laborers to enter the country while allowing students and merchants to immigrate. Stopped immigrants from re-rentering if they had left. Was passed in response to growing racist sentiment in California against Asian workers. White laborers blamed the Chinese for stealing their jobs and causing the Panic of 1873. Started a legal precedent for discriminatory immigration policy.
