New government formed by seceded states SC, MI, FL, AL, GA, LA, TX. Named Jefferson Davis their president and drafted a new constitution. Capital was Montgomery AL, then later Richmond VA after VA seceded. Main tenet was ofc slavery. Their constitution actually gave fewer powers to the states than the Union's. Still many unionists in seceded states though. Huge majority of slaves supported the Union. Still uncertain whether upper South would join.
