Allowed government officials to arrest any person accused of being a runaway slave, northerners required to help capture runaways if requested, suspects had no right to trial, state laws couldn't undermine. Very corrupt b/c bounty hunters paid more if the person was a slave. Many free people got accused and enslaved. Convinced many in the North that the slavers were secretly controlling the government.
