The impeachment occurred in a presidential election year, so the Democrats nominated Horatio Seymour so that Johnson’s presidency would end with or without impeachment. Republicans in Congress added one more Reconstruction amendment to secure the vote for African Americans. The 15th Amendment prohibited any state from denying a citizen's right to vote, and was ratified in 1870.
