In 1862 Lincoln used his executive powers as commander of chief iof the army to free all enslaved people in the states at war with the U.S. He justified this action as a military necessity. President Lincoln also encouraged border states to come up with plans for emancipation, with compensation to the owners. Lincoln stated that all slaves fighting for the union would be free. This increased the north's number and provided for yet even more advantage.
