Tariffs play a major role in funding the government and its expenses. In fact, in this period, tariffs composed 50% of the government's revenue. We see this with the tariffs imposed post Civil War which were utilized to fund all the expenses that came with the Civil War and support growing industry. Ever since the tariff act of 1789, the persistent argument has been whether import taxes should be higher or lower. After the Civil War, many northern and southern democrats rejected high tariffs because it raised the price of consumer goods. Many states demonstrated their rejection of protective tariffs by imposing taxes of their state’s agricultural products. Despite the state's efforts to combat the negative effects of protective taxes, farmers still felt that the protective tariffs were a way in which the elite and wealthy could exploit the farmers and rural areas of America. Farmers lost their foreign trading partners and were losing profit while the price of agricultural goods went down within the United States resulting in a surplus of crops like wheat and corn.
