In 1846, in the first year of the war, David Wilmot, a Pennsylvania congressman, suggested that an appropriation bill be amended to prohibit slavery in all of the new territories conquered from Mexico. The Wilmot Proviso twice went through the house, but the Senate defeated him. This caused much more tension from balances and friction between the north and south.
