James Madison’s presidency was dominated by inherited Europeans problems from previous presidency’s he attempted to combine diplomacy and economic pressure to deal with the Napoleonic wars like Jefferson they differed in the fact that he consented to take the us to war. After the repeal of the embargo act the American economy was in shambles the nonintercourse act of 1809 provided the Americans the ability to trade with all nations except Britain and France. Despite the efforts made the economy was still in serious trouble Nathaniel bacon a member of congress introduced a bill to trade with Britain and France called Macon’s Bill.2 which was if either France or Britain agreed to respect U.S neutral rights at sea the us would not allow trade with its foe. Basically, stating which ever replied first got exclusivity with trade.
