Not a lot of unity over policy. What united them was basically their hatred of Jackson. Tended to be a little more federalist than the DRs (they were federalist in the sense that they supported the legislative and judicial branches. Did not want the president to have more power). Panic of 1837 bolsters Whig support. Major leaders are JQA and HC. 1839 hold first convention in PA. Nominated William Henry Harrison for presidential candidate. Rip to Clay, who also wanted the nomination. The Know-Nothings and the Anti-Masons joined up with them in opposition to Jackson.
