Before leaving office, Adams made a bunch of last minute justice appointments. TJ refused to send in his commission unless JA got rid of the judges. Supreme court ruled in favor of TJ. The supreme court justice John Marshall didn't really like TJ though, so he took the opportunity to rule that the supreme court had the right to review congressional decisions. 1810 same precedent extended to state laws, pissing off TJ.
