Debate in congress over whether or not to back French revolution and their war against Britain. Washington declares neutrality, and has John Jay draft the treaty to preserve trade. Treaty said US would prioritize British trade if they removed the rest of their troops from the US. Strong opposition from the DRs, who wanted to back France.
