The United States is still struggling to find a foreign policy that can successfully defeat the ongoing threat of international terrorism. ISIS is a jihadist terrorist group that which gained strength from the 2003 attack on Iraq. ISIS captured territory in Iraq and Syria and claimed responsibility for terrorist attacks in Paris, California and Lebanon. However, President Obama did step up the U.S. response to terrorism by incorporating the use of remote controlled drones in its foreign policy to target and kill terrorists and terrorist leaders and through the use of surveillance domestically under the Patriot Act.
