In a direct challenge to the Tenure of Office Act, President Johnson fired the Secretary of War. In response, the House voted to impeach Johnson, but the Senate refused to convict him by one vote. Even though Johnson remained in office, Congress effectively ended his power to control Reconstruction and therefore weakened Executive power.
