Diocletian delegated further in 293, appointing Galerius and Constantius as caesars, junior co-emperors. Under this “tetrarchy,” or “rule of four,” each emperor would rule over a quarter-division of the empire. He wanted to restore order, and since the Roman empire was so vast, it was easier to restore order and govern a smaller impire.
