Then followed
the breakthrough of the RPAU(m), its smashing of the Denikinist
rear, and the creation by the Makhnovists of their own federation
of Free Soviets. During this period MOAP did not carry out ter-
rorist acts and the preparation of them for the anniversary of the
October Revolution was only in the discussion stage. News from
Ukraine was still reaching Moscow. This meant the members of
MOAP could have known about the successes of the Makhnovists
and taken a wait-and-see position.
