The draft in the North (and in the South) allowed rich people to buy other people to replace them as soldiers. Though 90% of the army was volunteers, drafting/conscription became necessary later in the war. The New York Draft Riots were a series of uprising of mostly working class Irish-Americans protesting the draft's unfairness.
