The Tehran Conference was the first meeting of the "Big 3" of the Allied Forces, America, England, and Russia. These 3 forces, in the meeting, discussed their direction and goals of the War, and although they had different ideas and goals, they all agreed to form a second siege on Nazi Germany, and specifically, target France.
