The purpose of the Wilmot Proviso was to ban slavery in all territory acquired from the Mexican-American war. The amendment made it through the House of representatives but failed at the Senate, where there was more of a Southern representation. This ultimately led to the question, "will there be slavery?" throughout the states, riling up the North and South's opinions.
