The 104th U.S. Congress was a meeting of the U.S. federal government's legislative branch. It met in Washington, DC from January 3, 1995 to January 3, 1997, during the third and fourth years of Bill Clinton's presidency. The result of these was the Federal government shutdown of 1995 and 1996. This event increased state power because the states felt that the federal government had too much power and they did something about it.
