The bombing of a government building had terrified Americans. It hadn't been done by foreign terrorists, but by homeland anti-government extremists. The bombing had killed 168 people and wounded more than 800. In retaliation, federal buildings in major cities were surrounded with barriers to ward off similar attacks. New laws were passed to deter terrorism and impose stiffer penalties.
