Reuters said according to a recording of a speech purportedly made by Hong Kong's Chief Executive Carrie Lam to a group of businessmen, she said she would had stepped down if possible. She also said that the central govermnent of China had no dead end to the dilemma nor plans to mobilise the garrison.
