Proposition 227, dubbed "English for the Children initiative" was passed in the State of California in 1998.

Proposition 227 Effectively banned bilingual education programs in schools. The Initiative argued that bilingual programs were causing the low reading and math scores as well as the high dropout rate among Hispanic students.
Bilingual education programs were replaced with structured English emersion (SEI) programs where students learned to read and write solely in English as well as receiving all instruction in English.

Result: Although they initially intended students to only remain in segregated in English emersion classrooms for a year they often remained for far longer.

Repealed: Proposition 227 was replaced by Proposition 58 in California, 2016.
