Passed by Charles Townshend this act imposed duties on colonial imports of paper, paint, glass, and tea. This started up the constitutional debate over taxation again. This angered Americans again because they had taxation with no representation and they didn't see that as fair. Benjamin Franklin discussed the difference between internal and external taxes, He suggested that internal duties on taxes like the Townshend Act was not acceptable to the Americans but external ones were. Townshend thought that Franklin's distinction was perfect nonsense but he laid duties on trade only anyways.
