Saddam's programme of modernisation increased his popularity and helped him to maintain control.
After Iraqi oil was nationalised in 1972, Saddam was able to use the large amount of income to improve the country's infrastructure.

-Electricity, oil pipes etc. were extended into the countryside.

-A new radio and TV network was set up to spread government propaganda.
