A drafted constitution in California which banned slavery and admitted California and New Mexico as free states. Henry clay had proposed to divide the remainder of the Mexican Cession into two territories, ban slave trade, adopt and enforce a new Fugitive state law, and more. The bills were signed into law by president Fillmore.
