The part of the Constitution that established the Electoral College also provided that each state appoint electors equal to the total number of House and Senate members in their state and that the electors shall vote for two persons. The candidate who received the most electoral votes won the presidency while the runner-up became the vice president. This meant that the president and the vice president would be from different parties and would have different political views, making governance more difficult. To solve this, the 12th Amendment allowed each party to nominate their team for president and vice president. The amendment also specifies that the House of Representatives is to select the new president from the top three candidates should neither candidate obtain the votes of a majority of the electors. Lastly, the 12th amendment extends the eligibility requirements to become president to the vice president.
