When he is refused a divorce by the Pope under the guidance of the Holy Roman Emperor, formerly a devout Catholic, Henry VIII formed the Anglican Church, a new branch of Protestantism that isn't really different from Catholicism. This was a great example of top-down reformation and led to religious toleration in England.
