- Democracy mistrusted, due to election law violations and links with big businesses
- Economy slumped, due to the West reviving and Japanese exports decreasing
- Japanese policies of internationalism seen as giving concessions to the West, and mistrusted
- The unequal imigration rights for Japanese into US offended the Japanese
Japanese ideology
- Japan increasingly saw themselves as the leader of Asia and therefore an imperial power
- Japan was mistrustful of the West due to past experiences, and so to protect Japanese interests, looked towards militarist and nationalist ideology
- Militarist and nationalist ideology gained popularity with the people
