- Signed when Commodore Perry arrived, and was not resisted by the Japanese for fear of repeating China's mistake
- Humiliating for the Japanese
Effect:
- Japan taken through large program of modernisation, Westernisation, and industrialisation
- This was in order to be on the same level as the West, which included pursuing an imperial policy
- Known as the Meiji Restoration, as it was carried out by Emperor Meiji (Enlightened Emperor)
-Feudal system dismantled, limited democracy formed, patriotism promoted
- Reforms in the areas of: industry, education, culture, and military (modelled after German military)
