President Johnson announced that North Vietnamese torpedo boats had attached two US destroyers patrolling in the Gulf of Tonkin of the coast of North Vietnam. Johnson angrily declared that Americans had been the victims of “unprovoked attacks.” Congress almost unanimously passed the Gulf of Tonkin Resolution. The resolution did not declare war but authorized Johnson to widen the war.
