Another act to help encourage farming. All of these incentive programs unintentionally led to many inexperienced farmers in the area. As farmers plowed under the deep-rooted prairie grass there was nothing left to hold the topsoil in place after cultivation. Dry air and high winds stripped the soil of its richness.
