Eager to identify the maximum number of people eligible for relocation under the policy, in 1966 the Department of Maori Affairs undertook a survey of the housing conditions of the Maori population of the North Island. Although the Department was interested in the housing conditions of the population, with the exclusion of the urban areas of Auckland, Hamilton, and Wellington, a primary purpose was to obtain the names and addresses of those under-employed and propose relocation to them
