Chinese company Changda International launches the Pacific Gardens development near Manukau City Centre. It aims to build more than 1100 new apartments on a 9.4-hectare site designated as a Special Housing Area between the Great South Road and southern motorway, immediately south of the TelstraClear Events Centre.
