truman remembered the failed appeasement attempts with germany in WWII and did not want North Korea's aggression to expand so he announced that the United States would aid south korea. the UN security council voted to follow Truman's lead. The soviet union did not veto this because they had not been attending sessions after the UN refused to seat Mao's People's Republic of CHina.
