The sub-standard quality of some housing being provided under Native Department auspices was seized upon by the Health Department, which strongly registered its disapproval. For years this department had been receiving complaints about tuberculosis amongst Maoris and its relationship to poor housing. With Government now officially committed to a policy of improving Maori housing, Health officers increased their vigilance over housing conditions as part of a Health Department campaign to improve Maori health. The housing surveys had also shocked the Health Department into a realisation of just how bad Maori housing was in all areas. Early in 1938, as a result of Health Department complaints, the Under Secretary informed all district offices that Native houses should conform to Health Department and local by- laws
