In August 2000, the Housing Restructuring (Incomes Related Rent) Amendment Act was passed. The Act provided for the re-introduction of income related rents in the state
sector and respecified the principal objective of HNZ, removing any reference to profitability. This Act effectively repositioned HNZ as an agent of the Government’s social policy and returned state housing to a structure more traditionally associated with the international experience of
social rented housing
