13 abr 1941 año - Japanese-Soviet Neutrality Pact concluded

The Japanese- Soviet Neutrality pact formally ended the border war which had been going on from 1938 to 1939.

Importance to Japanese expansion: Previously, Japan had believed that Stalin purges had severely weakened the red army leading Japan to decide that it would not be wise to take on the Soviet Union. Furthermore, the agreement had influenced Japan to consider implementing the decision of the July 1941 conference by moving south which was an imperative step building up to Pearl Harbor and the Pacific War.

International Response: This pact went against the agreements of the Tripartite Pact, for Japan should have come to the aid of Germany against the Soviet Union, but they did not. The United State's president Eisenhower urged Stalin to join the US against Japan, which he then did.
