When the Mayflower landed off course, the people on the ship came together and made a document now called the Mayflower Compact to help establish rules to avoid complete anarchy. Since they landed off the land of the Virginia Company, they felt the rules they established were no longer applicable, but the people still felt the need for structure. This is the first instance of a written document establishing a democracy and will be used later to help write the Constitution
