George Grenville crafted this policy to replace the failed Molasses Act of 1733. The Molasses Act raised taxes on French molasses to 6%, a rate at which sellers could not profit, and colonists ignored it and bribed customs officers so that they could pay only 1.5%. The Sugar Act raised the tax to 3%, a rate high enough to increase income and low enough for the merchants to make a profit. Merchants continued to attempt to evade or bribe customs officials.
