What: Lincoln's threat to Confederacy that he would free all slaves in states that are still in rebellion on Jan 1, 1863. Freed slaves where didn't have jurisdiction, kept slaves where he could have freed them.
Where: US and Confederacy
Why: Although it did not free all slaves immediately, it was a major turning point in the war as it shifted the goal of the war from preserving the union to liberating slaves. It later led to the proposal and ratification of the 13th Amendment, which formally abolished slavery throughout the nation. However, the social conditions of African Americans did not improve significantly as many Southern states passed new black codes that severely limited the rights of the freedmen.
