 This Act was primarily concerned with labour unions and laws limiting their right to strike.
However, the Act was also, according to scholar Floyd Abrams, "the first law barring unions and corporations from making independent expenditures in support of or [in] opposition to federal candidates". 
Corporations had already been banned from directly contributing to political parties and the campaigns of candidates, but now they could not even spend their own money, so-called 'independent expenditures'. 
Prohibits unions, corporations and national banks from making any "contribution or expenditure" to federal campaigns. Extends the prohibition to include primaries as well as general elections.
