This Act primarily dealt with the issue of 'soft' money. This was money spent by a political party on anything which did not explicitly call for the election or defeat of a candidate. It included things like administrative expenses, hotel rooms for conventions, and, most importantly, issue-ads both during and between elections. This kind of spending was completely unregulated. This Act banned 'soft' money by making all spending by political parties, not just those for and against candidates, count towards federal spending limits.

The Act also made candidates say at the end of an ad which directly calls for their election "I'm ___ and I support this message".

The Act prohibited any corporation or labour union from making any "electioneering communication" within 30 days of a primary or 60 days of an election. Indeed, any expenditure advocating the election or defeat of a candidate at any time by a corporation or union was prohibited, as it had been since 1947.
