This Act banned federal employees from participating in political campaigns. It also forbids officials paid with federal funds from using promises of jobs, promotion, financial assistance, contracts, or any other benefit to coerce campaign contributions or win political support.

It was amended in 1993 to allow limited political participation for federal employees, but many restrictions remain, such as a continuing ban on running for office.
