In 1628, Charles I wanted to rule England alone, without Parliament to limit him. However, Parliament was an important part of government, a representative of the people, who quickly became angry at the king for not assembling them. When Charles I called them for the one of the first times, asking to raise taxes, Parliament agreed under two conditions. These conditions were in a document called the Petition of Rights, and stated that Charles I could not levy taxes alone, and could not hold prerogative courts.
