The action of a quick attack (With Germany on their side they were in favour of a quick attack) on Serbia had to be approved by both the Hungarian and Australian leaders. While Hungarian leaders agreed, Tisza (Hungarian Prime Minister) was not fully convinced on the idea of attacking Serbia as it could provoke a war with Russia. So for plan B, they decided to prepare an ultimatum for Seberia.
