The Voting Rights Act of 1965 banned the use of literacy tests, which prevented many blacks from voting because they were either illiterate or the tests were too hard. For example, they would be asked to either recite the entire Constitution or they would be asked to explain the most complex of state laws, which they would more likely than not fail. The signing of this act also took place in the White House underneath Johnson. A major cause of this event happening would be the fact that the Civil Rights Act of 1964 was passed. A major effect that came out of this act being passed would be that the number of black voters went up drastically now that this law had been passed.
