The power of Congress was once questioned in their power in enforcing the Violence Against Women Act of 1994. Through debating, the supreme court ruled that Congress did not have the power under either the Commerce Clause or the Fourteenth Amendment to enforce this act because this did not effect out-of-state commerce and it did not harm the conditions of the states power.
