In France, the people were divided between Catholicism and Protestantism, this incited the French "Wars of Religion". After a massacre of French Protestants (Huguenots), Henri IV realized that the Crown needed to give both groups the same rights in order to cull the amount of uprisings and bloodshed, and so, in 1598, Henri IV declared the Edict of Nantes in effect to stabilize France by granting Protestants political and military privileges.
