This amendment was ratified on Dec 15, 1791. This amendment made those in favor of giving the states more power happy. The 10th amendment helps to balance out the power between federal and state governments more. It says that, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States Respectively, or to the people." This is important because it helps the states not feel like they're powerless.
