The Wilmot Proviso, written by Pennsylvania’s Henry Wilmot, proposed to be an amendment to a bill that wished to see any land gained from Mexico from the Mexican-American War to be free, and in turn set of heated debates in Congress. It was an attempt at a solution regarding the issue over slavery in the West, and was supported by the North, and hated by the South. The bill was never passed into law, (though it passes the House, where the North holds greater population-based influence it does not pass the Senate) but the newly formed Free-Soiler Party adopted many of its ideas into their platform. In the short time after, the Proviso only increased tensions between the Whigs and Democratic parties, leaving the western slavery issue unresolved.
